Jonas Maebe 2e9e005647 * don't add a utils prefix when the target cpu is the JVM, because the 
Jasmin assembler we use is a Java program, so the "assembler binary" is
    java itself (which is a native program for the current host in any case)

This utility is used to re-create the complete
Free Pascal makefiles, depending on the rules
specified in the Makefile.fpc files.

Some tips:
- To regenerate the makefiles for all supported
  targets, simply do : fpcmake -Tall
- To regenerate the complete makefile tree
  for all targets (under UNIX): 
    fpcmake -Tall -w `find . -name Makefile.fpc`
