cc878b3646 sqldb: enabled TSQLDBLibraryLoader, TPQEventMonitor, TFBEventMonitor and TFBAdmin for FPC 2.6.3 too in order to allow to test them before FPC 2.6.4 is released (FPC 2.6.3 built in February is OK)
