Unit renamed to LazSysUtils

lazutf8sysutils.pas was renamed to lazsysutils.pas. All routines will give a "deprecated" warning; the unit will be removed later.

Deprecated; use the function from the LazSysUtils unit Current Date/Time value in UTC Deprecated; use the function from the LazSysUtils unit Number of ticks (milliseconds)
