04045467f0 LCL: TTAbControl, refactor. There where 2 lists for one purpose. Hiding the 2nd (private use only, no compatibility issues expected) within the 1st.

813518c201 LCL: fix TabControl extra spacing (all around). LCL's TTabControl is inn reality a container, that has a real TTabcontrol on Top. The container itself must not behave as A tabcontrol widget (or it will get spacing dictated that it should not have)
