8af15edac9 ideintf: object inspector refactoring from Alexander S. Klenin (Mantis #0012871) 
- extract IsCurrentEditorAvailable function
 - use CanEditRowValue function
 - move favorite and restricted properties into a separate unit
 - restrict visibility of public fields
 - remove duplicated code in TObjectInspectorDlg.CreateNoteBook

27805961ec synedit: don't resize completion form scrollbar to 10 pixels in width. It is not compatible with some themes and can lead to ugly look. Use default width instead.
